The Basic 17 Randori Techniques (The Aikirandoriho Kihon Junanahon No Kata) were compiled by Tomiki Shihan based on his many years experience and long research.  In compiling them he chose the techniques which he thought best suited Randori (free style) and left out Waza which were too complex or dangerous as many of the Koryu Waza are.
